MESFAC Proposal Submission Process
Please read the following instructions and information before submitting a proposal to MESFAC. To submit a spending proposal to the MESFAC you must provide sufficient information to fully describe the project. If the proposal is incomplete or inaccurate it may be rejected or tabled. The following web page allows you to enter proposal information and item information.

Proposal Information
Enter the following information to describe the proposal and how it meets the College of Engineering Goals.
- Project Title: enter a short name that describes the project
- Author Name: enter your name
- Author Title: Faculty, Staff, Senior Project, Club Activity, or Graduate Student
- Author Email: you will be informed when your proposal is accepted, rejected or tabled via this email address.
- When will the funds be spent: you must indicate when you will complete spending the funds. All funds must be spent in the current academic year, no later than April 1. If part or all of the funds are not spent, then you must submit a new proposal the following academic year. No proposals will be carried over from one year to the next.
- Club Name: If the funds will be used for a club activity, enter the club name and advisor name
- Lab: MESFAC normally only funds senior projects that contribute to labs or other instructionally related material. What lab does this proposal support?
- A description of the proposal: describe in detail what the funds will be used for. Give sufficient information to describe the project. Insufficient or unclear descriptions may result in your proposal being rejected.
- Education Goals of the College of Engineering: only proposals that meet the goals will be approved. You must justify your project and state which goals and how they will be met. Click on the link to read the goals before entering this information.
Proposal Items
Next you will list all items that will be paid for with MESFAC funds. These items can include equipment, supplies and/or labor.
- Quantity and price of each item. Item costs must be accurate and should be based on a vendor quote. Inaccurate item costs can result in student fee money being returned to the college at the end of the year. If the item refers to labor give the hourly rate and the number of hours. You must get the correct hourly rate and include benefits.
- Description: give the name of the item. If the item refers to labor, give the name of the employee performing the work.
- You must include sales tax (7.25%) on all equipment and supplies.
- Include shipping costs
- Quarter: you must indicate when you will complete spending the funds. All funds must be spent in the current academic year no later than April 1. If part or all of the funds are not spent, then you must submit a new proposal the following academic year. No proposals will be carried over from one year to the next.
- Category: you must assign a Category to each item you request. You can have different categories within one proposal. The categories are very important because they are used to report the actual spending to the College of Engineering and to keep track of how actual spending compares to the MESFAC Spending Plan made at the beginning of the academic year.
Proposal Status
After you submit your proposal it will be displayed on the MESFAC web site in the list of proposals. You can not edit it after it is submitted. Contact the MESFAC if you need to make changes. The MESFAC will consider proposals according to the MESFAC Calendar. You will be notified by email if your proposal is accepted, rejected or tabled. Proposals may be brought to a vote or left in the list without a vote depending on the priorities and time allowed in the MESFAC calendar. You are encouraged to find out when your proposal will be considered and attend the MESFAC meeting to answer questions during discussion.
